Add the ability to pick branch to inherit quarantined tests from

      Right now, you get the quarantines of the "main" branch when you create a branch. We often have main development branches for multiple software versions. If you branch off of version 1, you want the quarantines of version 1, if you branch off of version 2, you want the quarantines from version 2.
