Slow Bamboo page loading due to detection on every page if user has permission to any plan

On nearly every page detection if user has permission to any plan is done to see if "Create->Clone an existing plan" menu should be displayed or not.

It really slows down Bamboo for normal users that have more complicated permission checking than admins.
