MSBuild not detected

• Install Windows Server 2012
• Add .NET 3.5 in features and roles
• Install Visual Studio 2013
• Install a brand new version of Bamboo 5.4.1.
• Visit the bamboo administration page
• select "server capabilities"
• observe that MSBuild is not in the capabilities list.
• select "Detect server capabilities"
• observe that none of the MSBuild executables are detected.

In reality, there are several versions of MSBuild already installed as part of .NET

• C:\Windows\Microsoft.NET\Framework\v2.0.50727\msbuild.exe
• C:\Windows\Microsoft.NET\Framework\v3.5\msbuild.exe
• C:\Windows\Microsoft.NET\Framework\v4.0.30319\msbuild.exe
• C:\Windows\Microsoft.NET\Framework64\v2.0.50727\msbuild.exe
• C:\Windows\Microsoft.NET\Framework64\v3.5\msbuild.exe
• C:\Windows\Microsoft.NET\Framework64\v4.0.30319\msbuild.exe

With Visual Studio 2013, msbuild is located at

C:\Program Files (x86)\MSBuild\12.0\Bin\msbuild.exe
C:\Program Files (x86)\MSBuild\12.0\Bin\amd64\msbuild.exe

I'm expecting that Bamboo will automatically find the msbuild versions and register them.
