If all Jobs in Plan are disabled but Plan is not, Bamboo will increase build number without starting any builds.

The problem is Bamboo 1st checks if it should start a build and only then, if there's anything to run. Should be the other way around.

Workaround: if you want disable all the Jobs, disable the Plan too (or instead)
