Make Bamboo behavior customizable for automatic plan/branch disabling

Bamboo has some logic to automatically disable plans/branches after a # of failed attempts to poll the repository. By the way, this feature depends on some type of exception - so sometimes plans are disabled and sometimes not.

Allow this feature to be configurable (or possibility to disable this behavior).
