We stopped shipping Oracle jdbc driver since Bamboo 5.1.0 (when we switched from the embedded Jetty to Tomcat). Is it a licensing issue similar to MySQL driver - https://jira.atlassian.com/browse/BAM-11967?

Configuring Bamboo for MySQL clearly highlights that the user needs to fetch and install the connector. At the very least, the same sort of info panel should be there for Oracle.
On the other hand, all the other Atlassian products I admin (Stash, Crowd) come with the Oracle connector, it doesn't make sense to me why Bamboo would be different.
