Access denied for plan admin on the permission tab

In Bamboo 4.4.5, when a user is the plan admin, with view, edit and admin permissions, he can access the permissions tab under plan configuration. In Bamboo 5.0 an "Access Denied" error is showing up when the plan admin user, with the exact same permissions tries to access this page.

If this is a problem please have it fixed.

If this is on purpose and the plan admin should not have access to the permissions tab, why is the tab even available for him to be selected? Wouldn't is be better to hide this option for users who should not have access to it similar to how there is no "Administration" in the menus or on the dashboard for them? (The "Type" should change to an improvement request if this is the case).
