Make sure that Windows customers are aware of performance issues with the deafult SSH

    Description

      On Windows, Git's SSH is ~30 times slower than Cygwin. We should warn about that in the UI (for remote agents and the server).
      We should also update our elastic image to include SSH capability pointing at Cygwin.
