Add EC2 tools to the Elastic Bamboo Windows AMIs

      The Windows AMIs for Elastic Bamboo should include the Amazon EC2 command line tools. Without these tools it's impossible to scrip the mounting of EBS volumes/snapshots etc.
      This will also require the the ability to upload the EC2 private key and certificate.
