Run only the jobs that have failed in the last build with the most recent source

Latest code in repo is not used when I click "Rerun all failed jobs". It does in fact perform a checkout from the remote repository but it checks out an old revision. I'm using Mercurial as my repository.

Initial checkout:

My expectation of this feature was to allow someone to fix a code check-in but maybe it's strictly for working past intermittent failures? If that's the case then I would like this converted into a feature request to add an option for checking out the latest code.
