Ability to add group to a service account while on creation in Original user management experience

      Problem

      In the Original User Management experience (non-Vortex, site-level), administrators cannot add groups to a service account during the creation flow. The service account must first be granted product access to be added into the site's userbase. Only after that can it be added to groups.

      This creates unnecessary friction for administrators managing service accounts across non-Vortex organizations, requiring multiple steps and knowledge of a non-obvious workaround.

      Suggested Resolution

      Improve the service account creation flow in the Original User Management experience organizations to:

      1. When creating a service account, add it to the relevant products for access (this puts it into the site's userbase)
      1. If updating an existing service account: view service account details → select ... → select Grant Access
      1. Once in the userbase, the service account can be added to groups in those sites
