User Problem

Currently, Platform Dashboards as beta features are available only on instances with Jira paid plans. If users have paid plans for other Atlassian products, but not Jira, they'll see the "Access to dashboards is currently unavailable for free sites" error message when trying to enable Dashboards in the Admin Hub settings. 

Suggested Solutions

Allow enabling Platform Dashboards for sites with the Jira free plan or without Jira but with other paid products.
