Manage access button on a profile page in home.atlassian.com links to the wrong page

      Issue Summary

      When viewing the profile page for an account as an Organization Admin, the Manage Access button takes you to an error message rather than the page to manage access for this account.

      Steps to Reproduce

      1. Go to home.atlassian.com
      2. Select the Teams tab
      3. Select a user profile from this page/Select a team, then their profile
      4. Click on Manage access

      Expected Results

      You should be redirected to

      https://admin.atlassian.com/o/{orgID}/users/{UserID}

      Actual Results

      Instead you're redirected to

      https://home.atlassian.com/admin/s/{cloudID}/users/{userID}?cloudId={cloudID}

      Workaround

      Access can still be managed for these users by going to https://admin.atlassian.com, then selecting Directory > Users and selecting the user you want to manage.
