[API-410] Exporting issues using the Excel option does not respect user's permissions

When exporting issues using the Excel option, Jira does not respect the user's permissions.

Create a new group to be given to a user with Jira Software Product Access;
Create a project and a couple of issues into it;
Create a new permission scheme for the project and give the new group permission on this project;
Make sure all other Permission Schemes are not using Any Logged in User application role;
Impersonate the user with access to a single project;
Access Advanced Search and use the Export to Excel option with the default JQL order by created DESC.

The file should have the same result as the Jira JQL result.

All issues on the instance are exported meaning that permissions are not being checked.

Currently there is no known workaround for this behavior. A workaround will be added here when available
