[JSWSERVER-21894] Possibility to use "Tempo Timesheet plugin" to log time (through bot or extension in Teams) using MS Teams for Jira

In enterprise installations, one cannot expect that all users will always use Jira in the same way.

Some teams use Tempo while other use standard Jira functionality to log time.

Thus the only way to avoid confusion for users who also use MS Teams is to provide a means of either disabling the log work function or of selecting the Tempo work log on the Teams side.

This is a necessity for those that use Tempo vs. the default "Log Work" in Jira. 

Two options I see:

1) Include options for Tempo integration through the MS Teams plugin. 
2) If including Tempo as options to log time is not feasible at this time through the Team Plugin, add options to disable the function to "Log Work" in the plugin. This will at least allow/force users to log their work directly in in Jira without time being entered in the wrong place.
