JIRA Administrators Unable to Uninstall Atlassian Connect Add-on

    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      1. Install an Atlassian Connect add-on by selecting Install in UPM for JIRA.
      2. Go to Manage Plugin, only Disable is an option.
      3. If admin can install, they should be able to uninstall.
      4. Tested the same for Confluence in the same instance, was able to uninstall.
