Symptoms

For JIRA/Confluence instances specifically when adding new users to Confluence only. Create new Confluence only account with only confluence-users and users group.

1. Unable to de-select JIRA Access - forced to initially log into JIRA then switch to Confluence
2. Access Denied - You have not been granted access to Confluence.

Other symptoms:

• JIRA users need Confluence access to browse projects (because 'users' group has Confluence Global Permissions)
• When adding a user to the "users" group, a Confluence License is used.

Workaround

Please raise a support ticket at https://support.atlassian.com to request for further investigation. If confirmed, support will perform a restart which takes about 10 minutes to complete.
