Remove DST for Russia time zones (OnDemand JIRA)

      As of 2011, Daylight Saving Time is not used in Russia anymore (see Time in Russia). That means that in winter time, Jira will be applying incorrect timestamps for Russian time zones.

      This concerns time zones in Russia as well the FET time zone, used in Belarus (and Kaliningrad).
