Ability to redirect to /wiki by default with JIRA + Confluence

Consider this use case:

• JIRA + Confluence
  • private issue tracker
  • mostly private wiki with a few spaces allowing anonymous access for public documentation

Currently if an anonymous user visits an OnDemand site like this they'll receive a blank dashboard with no tabs. If the anonymous users manually types in the /wiki part they'll see the public spaces.

This request is to provide either a redirect or a 'self-aware' wiki tab that will show up if anonymous access is enabled.

Additionally users may not have access to JIRA with JIRA + Confluence. Currently they will be directed to JIRA, told they do not have access, and will have to resort to manually typing /wiki to gain access to Confluence
