Issue Summary

Upon adding Jira Product Discovery Premium to an environment, the AI features were unintentionally activated for Jira.

Steps to Reproduce

1. Add the Jira product with a Premium license and Jira Product Discovery with a standard license.
2. Disable Atlassian Intelligence on Jira.
3. Activate Premium licence on JDP
4. Atlassian Intelligence gets activated on JPD.

Expected Results

Atlassian Intelligence gets activated on JDP, and no AI features are enabled in Jira.

Actual Results

Atlassian Intelligence gets activated on JDP, and AI features are enabled in Jira too.

Workaround

Disable Atlassian Intelligence in JDP as well.
