Actual it means, 100 IPs to allow listing, or could it be 100 ranges with multiple devices in each range?

Because we have a lot of users in different locations all over the world.

We have the same issue. Our company has grown through M&A as well as organic growth, and we were in the past very siloed.  So we have a lot of IP ranges. This limit means we cannot allow our entire company access to Atlassian's cloud.
