Improve the profile picture change via organization according to the user's visiblity settings

As an administrator of an organization with managed accounts, the user can change the profile picture of managed accounts and you should be able to see it if the visiblity settings are open for Everyone or Organization.

However, when the visibility setting is configured to Only you, a default avatar will be displayed instead, which is expected because only the users themselves will be able to see their profile pictures. Still, the admin is able to change the profile picture of the account, although it will not be visible.
