Allow admins to manage creation of new sites under the existing org

      Currently you have to use the transfer product method in order to move new sites from an auto-created org to your existing org.

      This creates a lot of confusion and added work for Org admin, we should ask if they already have an Org or allow site creation under admin.atlassian.com.

      We should also allow org admins to restrict the creation of new cloud sites from www.atlassian.com

            Description Original: It looks like all new sites are coming bundled with an organization now, we actually just released a [blog|https://confluence.atlassian.com/cloud/blog/2019/05/improvements-to-site-and-organization-administration] about this too.
