Provide a way to view a user's public profile to be able to change users' avatars

      There is no link to browse other users profiles when being an admin.
      This removes the ability of changing other users avatars for admins.
      This also removes the ability for admins to access users Project Roles quickly.

      Workaround:
      Access the Profile Page with the URL:
      instance-name.atlassian.net/secure/ViewProfile.jspa?name=user_name
