Allow org administrators to revoke application access to any site

      Org administrators are responsible for managed accounts and are billed for any managed account that has access to an Atlassian Cloud product, even if that product is not managed by the same organization. Org administrators should be able to revoke a users' application access to an Atlassian Cloud product, even if they are not site administrators for that product.

            A couple of users in my organisation recently signed up for Trello free which in turn consumes an Atlassian Access license. This pushed us over our licensing threshold and we were sent a bill from Atlassian. Currently, we cannot revoke their Trello free license. We have to ask them to use a non-corporate email account so it isn't associated with our organisation. I support Org admins having the ability to revoke application access.
