Issue Summary

Add the ability to log events within the Audit logs when the Authentication policy gets updates from the Non-billable to the billable policy and vice-versa.

Steps to Reproduce

1. Create a Non-billable policy and move users into the same.
2. Update the authentication policy from Non-billable to normal policy.

Expected Results

Once the policy type gets updated (Non-billable to billable policy and vice-versa) the event should get logged into the Audit logs to check and confirm who updated the policy for auditing purposes.

Actual Results

Right now the logs are not getting updated for this action.
