Cannot unsuspend a SCIM provisioned account(if this account is previously suspended)

      Issue Summary

      If an account is suspended and then provisioned via SCIM, it is impossible to un-suspend the account.

      Steps to Reproduce

      1. Invite a user to any of the Atlassian products (example: test@sample.com)
      2. Suspend the above user (don't disable the account, SUSPEND their access)
      3. Setup user provisioning (SCIM) and provision the above user with the same e-mail (test@sample.com)

      Expected Results

      Though the account is synced via SCIM, it must allow to unsuspend the account via UI

      Actual Results

      The account gets suspended and won't be able to restore the account via the UI as the account is synced via SCIM.

      Workaround

      Unsuspend the User by following the steps in this KB (https://support.atlassian.com/user-management/docs/remove-or-suspend-a-user/) or the Restore user access REST API
