At this moment, the Discovered Products feature returns only the products created by Managed accounts:
If the product is created by an unmanaged account but the current owner/org admin of the product is a managed user, the product isn't displayed in the Discovered products list.
Suggestion:
If the user is added as an Organization Administrator, the product should be visible under the Discovered Products list under the Organization where the domain of the managed user is verified.
This feature is particularly important for customers who have their products managed by Partners. Usually, those partners are set as the main billing/technical contact and are responsible for creating the products on the customer's behalf.
If the main technical/billing contact is registered on a domain that isn't verified in the Atlassian Organization, like a partner account, that product isn't listed in the Discovered Products screen.
