[ACCESS-1510] Ability to create Email Notifications for Group Membership changes from Audit Log

Clients want the ability to be Notified/Emailed when changes are made to Group Memberships.

Example: User is added/removed from a Group > Client wants to be notified when this change occurs.

Request for the ability to create Notifications/Notification Schemes that can trigger on events tracked in the Audit Log.
