Org admins currently needs to set up a list and upload that to an authentication policy to set the accounts as non-billable for Atlassian Access.

Suggestion : Provide an option for admins to setup rules for automatic membership to a non-billable authentication policy. This can be based on product access, site access or some other parameters.

• ie. if the account only has access to Bitbucket, set the account automatically to non-billable.
