Lists, and noformat blocks combination not working

Lists get restart at 1, and the noformat blocks do not render.

Ideally this would display something like:
1. text
noformat block
2. text
3. text
noformat block
3. text
noformat block

But right now it's:
1. text
noformat block (without backbground)
1. text
2. text
noformat block (without backbground)
1. text
