Wasting memory - Velocity is loaded twice

Right now the WebWorkVelocityServlet extends the VelocityServlet which actually means the Velocity core gets loaded twice into memory. Uses about 12 MB on my machine, and by changing it to load once we save about 6MB of real memory.

Fairly easy patch - let's fix it in the stable build.
