      Tried to finish setup but had not run through the whole wizard?

      This has begun happening now, after every restore during a set up.

          Bug - A problem which impairs or prevents the functions of the product. CONFSERVER-2755 Setting up requires creation of admin user... even if you are using Jira user management...
