Default Environment Checkbox for Issue Collector to Checked

By default, the Checkbox for the Issue Collector is unchecked, and it might have our users doing some extra work all the times that they use it.

This is a feature request to establish the issue collector so that the default is "checked" instead of not checked for the "include environment" checkbox.
