Hi everyone,

Thank you for your votes and comments on this issue. We are glad to announce that starting with Jira Server 8.11 Admins (users with Global Administer Permissions) will get the rights to share visibility of a filter or dashboard with Groups and Roles without a group membership requirement.

If you are interested in all users being able to share a filter with any Groups or Roles in the system please vote and watch this ticket JRASERVER-70969.

Currently, in order to share a filter or dashboard with a specific project role, the user must be in that project role. This means that a project administrator cannot create shared items for a project role unless they are also in that project role.

This should also apply to groups. Currently, a user can only share filters with groups that they're a member of. This should respect the 'Browse Users' global permission and if the user has this permission show all groups in the system.
