The TestImportExport functional test is too sensitive. It fails unpredictably due to differing node order in the xml comparison (which xmltest should be able to address) and the build number in the export is subject to change for each version necessitating a change to the xml import files.

Make the xml comparison order-independent and either ignore the build number for the comparison or do an import-export-import-export and compare the second imported with the second exported file which will have the latest build numbers.
