When using JIRA to manage issues for external customers, it would be useful to allow collection of voting information for these customers, especially when they do not have access to the issue management solution.

In our case, our web team responds to feedback sent to "webmaster". While they could manually tabulate requests for a particular issue, an ideal solution would be to capture contact information for the user and add their vote. When the issue is closed and deployed, this would also allow contact them and informing them of the solution.
