At the moment if the plugin fails to initialise it will stop JIRA from loading.
This can be annoying. The best thing to do is to catch exceptions that could occur during the init stage of the plugin and then disable it (keeping the error message from the exception). In the admin section the plugin should come up as disabled with the error message as explanation.
