Have getServerInfo() remote method return the RPC plugin version number

      The capabilities of the RPC subsystem are determined by the plugin version. RPC clients that want to offer different functionality based on the plugin version have to guess by checking the JIRA version number instead (which may not accurately reflect which plugin is deployed).
