At the moment JIRA will allow the user to proceed to the Create Issue screen if the user has the Create Issue in the respective Permission Scheme.

If the initial workflow action (Create Issue Transition) has a condition on it, it will not be respected and if the condition fails, the user will get an exception.

One of the ocmplicationof doing this is that workflows can be configured per project per issue type in JIRA Enterprise. This means that the issue types need to be filtered on the first Create Issue screen to the ones which workflows conditions pass for the user. Of course, if there are no issue types for which this holds true, the create link shoudl not be shown at all.
