JIRA provides no safeguards against deleting groups like 'jira-users' or 'jira-administrators' when they are the only group granted the global 'Users' or 'Administrators' permission. When no users have the 'Users' or 'Administrators' permissions, JIRA becomes pretty non-functional. We check for this on the 'global permissions' page, but not when the group is being deleted.
