Add ability to disable the "Automatic" option in "Assign To" field

      I'd like to be able to disable the "Automatic" option in the "Assignee" field to decrease the number of wrongfully assigned issues.

      Please serve your (paying) customers as you should instead of closing these requests with "Won't Fix"!! (JRA-11932)

      Allowing us to rename users would also make a lot of people very happy by the way but kinda losing hope on that one...
