I would like to be able to have an 'Reassign Issue' transition in my workflow that always reopen an issue when it is assigned to a new user, from the Accepted state. basically the operation 'assign issue' should be

a) either only available in a certain state in the workflow, or at least

b) have as a postcondition that of moving the state of the issue to a new state
