Say I have a large search index, and wish to move the index directory elsewhere. There is only a 'Reindex' button to update JIRA's index, which generates it from scratch in the specified directory, which will also cause half an hour of downtime. There should be a 'Change' button, which just updates the index path without doing the reindex.
