It would be very helpful to be able to specify the default for a custom field at the Field Configuration level so that if we wanted to have the same field used but different defaults per project (or by issue type within the project) we could create a new field configuration and change the default there. This seems to make sense since we can specify whether a field is required at this level. The global default could still exist and this would be used as an override.
