We wanted to link a customer to JIRA docs on assigning issues.

The doc would discuss how you can assign issues during the issue creation process (and how permissions affect who can assign and be assigned issues). It would also link off to component leads and project leads. It could also discuss how you can assign issues by working on an issue (again with permissions affecting this functionality). Finally we could discuss assigning issues during issue post functions.

This could be a individual page dedicated to this or perhaps another section on the current JIRA Concepts - Issues doc.
