Per my ICQ conversation with Jeff Turner, it would be nice to have Jira instances to work off a user database of another jira instance, kind of like Confluence can do now. E.g. Cayenne project at Apache has an instance of Jira separate from the main shared Apache instance, but many current Apache users would like to use their existing accounts to log in to the Cayenne tracker.
