Allow the addition of option values to custom fields in Jelly

      Some users would like to create a new option value in an already present custom field (eg. select list, multi-select list).

      A use case for this would be a custom field select list that is a 'build number':

      • Create a new build number option as part of the Jelly script or SOAP service.
      • Create a group of issues via Jelly or SOAP that has this new build number selected.
