Recently I remarked that it would be nice if Jira standalone setup could just import instead of requiring a setup first and then an import.
I don't know if this has been there for a long time (or always) but I notice 3.5.1 has this - it's just not quite as obvious as it could be.

I would however add a new initial screen - with two clear choices "Setup a new Jira installation" and "Import existing Jira data"
Make it really obvious for us people who are in too much of a hurry to read the fine print properly
