Enterprise, using 4.3.2 on Windows server 2003.

I've noticed during the last few builds that when I've been updating a workflow, I can not add post functions that unassign an issue. Existing post functions still work. The work around I've been using is to edit the xml and re-import the workflow. This is time consuming.

Perhaps ~~JRA-7644~~ has caused ~~JRA-9452~~?
